Installing the admin stack (wo stack install --admin) is what installs PHPMyAdmin/Adminer etc, so they aren't there otherwise.
You can of course install and setup the tools yourself, just as you would if you weren't using WordOps, but it's a lot more effort so I'm not sure why anyone would want to go that route. :-)
