By the way, Two points for reference:
1# v3.13.1 - WordOps maintenance release works for me.
2# if I do not use VPN, the installation will always fail, so I use Astrill Vpn to install Wordops and I access use most Europe countries IP or USA IP:http://prntscr.com/v8mmfa
So, If you think VPN connectivity is the problem, please let me know where or which location IP is better for Wordops installation.
