I don't see why they wouldn't. But from their support reponse it sounds like the cache is not being cleared?
Can you please ask WordOps support if the Nginx Helper is required on their environment when using WP Rocket? And if it should clear the cache in every case?
To answer their question: Nginx Helper is 'required' but only to clear relevant cache pages on publishing posts etc (as per whatever settings you've chosen in Nginx Helper). So e.g. if you publish a post you may want the homepage and category page to purge so the new post is instantly visible (but obviously you don't need to purge everything). That's all it does though, it doesn't 'do the caching'.
I'd suggest figuring out when it does or doesn't clear the cache. And make sure that's being tested consistently (i.e. which purge isn't working - full cache, from Nginx Helper, from WPRocket, single page purge, on publish, etc. And make sure browser caching isn't confusing the issue, including caching of page source).
